Today, I sat inside the Commission Chamber at the Stephen P. Clark Center, in Miami, watching decades of relentless advocacy culminate in a single, unanimous voice of approval. It is a morning I will not soon forget.
The energy inside the chamber was electric and heavy with anticipation. Advocates, clinicians, families with lived experience, and community leaders packed the room. We were all there for one reason: Item 14A on the agenda, the final vote and approval of the comprehensive operating plan for the highly anticipated Miami Center for Mental Health and Recovery.
A Lifelong Fight Led by Judge Steve Leifman
For over two decades, Judge Steve Leifman has been the undisputed champion of this cause. He has consistently pointed out the moral and financial failure of treating jails as our largest psychiatric facilities. Today, local citizens, legal advocates, healthcare professionals, and passionate community supporters stood before the Board of County Commissioners. They shared their painful experiences resulting from the absence of viable mental health resources and expressed the dire, immediate need for this facility.
Standing alongside the team was Miami-Dade County Mayor Daniella Levine Cava, whose unwavering, long-standing support for this project has been a crucial driving force in bringing it to fruition.
Key Insight from the Meeting: The approved operating plan transforms the Miami Center for Mental Health and Recovery into a national model that centralizes crisis stabilization on multiple levels, with the support of several key organizations under one single roof. It is a true, scalable alternative to incarceration.
The Moment of the Vote
As the floor opened for commissioner discussion, it was clear that the tireless education and advocacy efforts of Judge Leifman’s team had resonated deeply. Commissioners spoke one after another, some reflecting on their firsthand work within the mental health arena, others sharing deeply personal family experiences, all echoing the absolute necessity of this facility for Miami-Dade County.
In a particularly memorable moment, District 11 Commissioner Roberto J. Gonzalez took the microphone and made a statement perfectly capturing the spirit of the day: he compared Judge Leifman to Rocky Balboa, noting that no matter how many hits he took or how long the fight lasted, he kept moving forward and never gave up on this vision.
When the motion to approve the operating plan was officially brought to a vote, a wave of silence fell over the room. It was followed immediately by a chorus of “Ayes” and not a single “Nay.” The operating plan passed unanimously. The room erupted into a standing ovation from all who have fought for and supported this brick-and-mortar reality for nearly twenty years.

Leaving the Stephen P. Clark Center today, I felt a profound sense of hope. I grew up in this very neighborhood and worked in the jails. I, myself have seen how the deprivation of mental health resources has affected the community. This operating plan is more than just policy or logistics; it is an institutional promise to treat mental illness as a public health issue rather than a criminal offense.
I am incredibly proud of our community today. Thank you to Judge Leifman, his exceptional team, and the Miami-Dade County Commissioners for choosing compassion, innovation, and justice. The work ahead will be demanding but today the ultimate foundation for systemic healing was launched with unwavering hope and compassion.
